WASHINGTON, D.C. — The U.S. Senate voted 62-30 to confirm John Phelan as the next Secretary of the Navy. Phelan, the founder and chair of Rugger Management LLC, a Florida-based private investment firm, and a major donor to President Donald Trump’s campaigns, secured bipartisan support despite having no prior military experience or experience managing a civilian branch of the Pentagon.
Phelan previously served as managing partner of MSD Capital, a private equity firm. During his confirmation hearing before the Senate Armed Services Committee, he acknowledged concerns about his background but argued that his private-sector experience positioned him to address long-standing challenges facing the Navy, including failed audits, workforce shortages, cost overruns, and delays in shipbuilding programs.
Phelan identified shipbuilding as the top priority for the Department of the Navy, noting that several major programs, including submarines and large capital warships such as aircraft carriers, are years behind schedule and significantly over budget. He committed to conducting a comprehensive review of existing contracts upon taking office and working to achieve a clean audit for the department. He told the committee he would examine contract terms for flexibility and determine what changes may be necessary.
The nominee also addressed the delayed Constellation-class frigate program, stating that he planned to evaluate its issues quickly and report back to the committee. Retiring Sen. Gary Peters (D-Mich.), whose home state borders the Wisconsin shipyard building the frigate, questioned Phelan about the program during the hearing.
Phelan emphasized that his role would be to utilize the operational expertise already present within the Navy and Marine Corps while taking decisive, results-oriented action outside the status quo when necessary. He stated that while he respects stability and tradition, excessive adherence to them can stifle adaptability, innovation, collaboration, and trust.
The confirmation provides the Trump administration with another senior defense official aligned with its priorities. The position of Secretary of the Navy carries responsibility for overseeing the Navy and Marine Corps, including strategy, acquisition, personnel, and readiness matters.
